Canada Offers Work Permits to Out-of-Status and At-Risk Manitoba Nominee Candidates: Complete Guide 2026

The Manitoba Workforce Transition Bridge (MWTB) is a temporary immigration measure introduced by Immigration, Refugees and Citizenship Canada (IRCC) to support eligible foreign nationals who are candidates under the Manitoba Provincial Nominee Program (MPNP).

The policy allows qualifying applicants holding a Manitoba provincial support letter to apply for an open work permit, even in situations where they may not normally qualify under standard immigration rules.

The objective of this policy is to prevent skilled workers from losing their employment opportunities and legal status while waiting for their provincial nomination pathway to progress.

The policy came into effect on July 6, 2026, and will remain active until December 31, 2027, unless it is withdrawn earlier by the Canadian government.

2. Candidates with an Expired Work Permit

Workers whose previous work permits were valid on May 7, 2024, but expired afterward may also qualify.

These applicants may have the option to apply for restoration of their temporary resident status along with their open work permit application.

3. Candidates with Maintained Status

Foreign nationals who applied to renew their work permits on or before May 7, 2024, and continued working under maintained status may also be eligible.
